In reality, anything can occur, but we here discussion is based on the current immigration law/policy. We believe the immigration officer is following the law to do their job though sometimes they may make mistakes. So, when we google, we nearly don't find the complain cases about the TN application denial just due to I-140 filing/approval since 2008, instead, you can find many comments on that I-140 filing/approval does not affect TN application online. I don't know how you make the conclusion "你所認得的有I-140的成功續簽者,是從門縫擠過來的少數幸運者,更多的是被擋在門外,留在加拿大了,他們不在你身...". Of course, caution is always needed for immigration cases, as you emphasized.
