Rejection of H4 visa

Dear all,

We have been seperated from our kid for two years because my kid's visa application could not be approved for several times. Recently, my kid went to consulate to apply for her H4 visa and got rejection again. We are planning to go back China now. However, can anyone tell me the rule they used to reject H4 visa application like 214(b)? I was heard that 214(b) is not suitable for H4 visa? Thank you for your kind reply.
