Seeking help for my RIR Labor application

My RIR labor aplication started in Feb. 2002,and I got Notice of Finding(NOF) from Dallas backlog center in May 2006 saying that the salary was not enough. A rebuttal letter was sent out immedialtely. However, my colleague's application was certified with the same salary level and advertisement. What else can I do now but wait? Any suggestions would be greatly appreciated.
