"Therefore as you ted two conflicting English translations, the service forwarded the Chinese document to a Supervisory Language Specialist ... requesting an English translation of the chinese document. ...the service received a certified english translation of the chinese document...".
This translation is not different from the first one I sent, it states that it is a "civil mediation paper", instead of a real divorce paper (In US, civil mediation is not divorce, but agreenment before divorce, different from China) Here is the what USCIS says following the translation part:
"As such, the service has concluded that the beneficiary's prior marriage to xxx was not legally terminated, as alleged. Therefore, the service has concluded that the approval of your visa petition was made in error, as you ted an incorrect english translation of a chinese document, seeking to obtain an immigration benefit. nevertheless, your marrriage to the beneficiary is not recognized by this service and the beneficiary is ineligible for classification as the spouse of a US citizen."
"...you are hereby afforded the opportunity to rebut the above-mentioned derogatory information and to any additional evidence in support of the visa petition. you have 15 days from the date of this notice to such rebuttal or evidence...".
I am not sure whether I need addition chinese document or the notarization would help. Please make your comment. Thanks.
Thanks for all of your help. Here is the quote from USCIS
