What his Chair has been doing to him is，though well within her authority，unethical and unfair. The questions are: Can he fight the unfairness? Is there a chance for him to win? Is there a tool such as Title IV or any other law or regulation protect him from being treated unfairly? Or the only thing he can do is to take the loss and move on with a ruined reputation?
