It could be a test from your boss to see if you will be with him no matter what. In other words it's a test of loyality and ability of handling crisis. So try to cope with this first. First of all, sign the review. Then sit down with your manager with a development plan. Schedule an mothly 1-1 meeting with your boss to check on it. As to the new PM, just reponse to him more frequently and on-time. You don't have to discuss what his complains. Just try to go out for lunch with him and talk to him. If things are not chaning in one year, you can move on.
