I read a few of your comments written in English. By looking at your verbiage used in these comments, I would conclude your English is average, but may not be sufficient enough for the job you are doing - assuming you are working on a technical job which requires effective communication skills.
To alleviate the negative impact this review has caused, I would recommend you to remain calm while figuring out how you can improve yourself on the areas your supervisor pointed out. Unless you are very sure the review is not fair or unprofessional, no need to dispute it with her manager.
