Just my opinion. From what you said, my impression is that your friend is a great asset for the company, and people knew it. He has nothing to lose, and there is no way a company will fire a great employee because he wants fair review. I did not work for a consulting company but I know I always try to keep my best employees. Actually I felt if your friend wants, he can step up. It is just he might not be that type of people who enjoys climbing the ladder. Anyway, fight for what he feels deserved. On the other hand, he should build close tie with some senior executives. It is always beneficial to be visible, and actually I felt the company treid to grow him but he declined.
