my Chinese woman boss could be an extreme: after I left, I heard there are multiple complaints against her wrong doings at workplace, from other team, including other Chinese workers.   I'm not alone suffer her abuse.

yes EEOC has their district office in every major cities.  It is convenient for people to drop a charge with the government office.  EEOC mediators are very experienced.  They probably see all different types of stories everyday, so they have a judgment for right-wrong at the beginning of a case!
