Since the promotion was already announced, there is not much you can do at this point.  And if you bring it up to your boss immediately, he might think you have altitudes and subconsciously act in a defensive mode. On the other hand, your disappointment may preventing you from presenting yourself clearly and objectively. Either way, you wouldn't be able to get closer to what you want.

Wait a few days or even weeks, compose yourself and act collaborately.  Then set up a meeting with your manager. Make sure approach the topic from career development angle.  Tell him you would like to pursue more leadership, and ask about your performance gap and how he can help you to acquire those skills. Oberve his action, if he show support and does act on it in the next a few months, that's good.  If he ignores you request, then it's time to move on.


Dumping your frustration to your director doesn't help, unless he is your advocator. If you want to climb the ladder, you need advocator/sponsor who publically support you and create opportunities for you.  Look arround and see if you have any.  If you don't, then think about how to develop one.
