Restricting asians in UC campus is not new. The current practice that UC used to admit top 5% from each high school, that is essentially a quota system based on geography. The hidden reason is that asians congregate in a few high schools, so it would restrict Asians into UC. But not all asian are afluent, so there are many asians in those supposedly underrepresented high schools, so UC's asian rate didn't go down that much. Lot of asians make their effort to go to ivy schools, so create room for others, but ivy schools have lot of their own hidden quota, so lot of them still land into UC system.
In other words, asians need to attend more other less familiar private colleges from now on. Hidden agenda: it forces Asians to pay more to get high education, so that others can pay less through attending UC system.
Other solutions could be limiting foreigh students into UC system to create room for others. But it won't solve the problem that bad k12 education they received.
