It's totally within your manager's power to put you on performance plan if he can justify. In most companies, your career is pretty much doomed once you're on plan. I think your best option is to negotiate an exist package. Rather than going through the sometimes length process of "managing" you out (and paying your salary all the while), it's in the company's best interest to pay you to leave.
