Sounds like he is just a peer of yours at a higher grade who lacks some serious technical skills. Wonder why you let it bother you so much.. do you have to teach him how to do his work or take over his workload? If so, I can understand your frustration. If you are helping him out a lot already, might as well let your manager and team know about that and get the credit.
