report this to direct supervisor first, gathering information, email trails with QC, meeting minutes, original code etc. if direct supervisor can't resolve this, he can escalate it to senior management and he should. HR is the last. But I ahve a feeling, things are not this clear cut... be prepared for a fight, case wise and psychologically
