A manager has more than just the efficiency to worry about. Typical list of those are: budget impacts, support and skill set/training, etc.
Your suggestion is just suggestion unless you can express it clearly to him that the potential benefits outweight its liabilities.
In fact, this is a good opportunity for you to show your ability to sell your ideas - an important skill in most manager's eye.
