setting up goals is a process of negotiation. You should not let your boss dictate what you should achieve, but let your capability guide you for what you can achieve. a good way to put in your boss demands for goals is to put these goals under condition, like pending on certain decisions or explore possibilities or doing XXX upon request or as needed. bottomline, give yoruself leeway to get out of an awkward situation where you promised to do things and at the end, you did not. if you can't do it, simply do not promise.
