You should consult/reflect the problem to your own manager. If he does not deal with the problem, follow up with him. That is what your manager is for and what he should do. If he asks you to escalate, then describe the problem and the trouble the problem has caused you in professional language and escalate. But ALWAYS copy and loop in your manager.
