it is a tricky thing to define sexual harassment.

basically it is between teh two parties involved. If none of them feels being harassed, which appears tob e the case here, and others did not witness (off company territory) and cann't complain about it, then it is not. But if one day, one of those two being pissed off and wants to complain about it, then it is.
