Offers Choices. Probation Without Benefits

I got two offers from two headhunters.  Both requires I verbally accept the offer before the employer issuing official written offer letter. 

A offer came earlier.  Last night the headhunter emailed me officail witten offer with three supprises. First is there is no title (this is a manager position).  Second is that all the benefits start after completion of three months of employment.  Third is that they need to run backgroud check, including personal characters.

Does this mean there is a 3-months probation?  Is it normal that during probation there is no medical benefit?  Are all jobs generated through headhunters requre probation?  This is the first time that I worked with headhunters.  I am not too happy with the suprises and now is re-evoluating the two offers.  Compensation and title are the same from both A and B, both requre overtimes.

A Company is a local CPA firm

1. Work environment is friendly and family orienated.  the partners are nice and easy to work with.

2. Do not require to bring in new business. Involve little staff management.

3. One way communte is 20 minute withgout traffic, and 1 hour with traffic.   Work schedule is flexible, thus it is possible to avoid traffic.

4. Work is easy.  It would not add experience/value to next job searching.  But job is stable. Turn over rate is very low due to the partners are nice and compensation is compatitive.

B Company is a regional CPA firm

1. Work enviornment is business type.  Some partners sometimes yell - this is not abnormal in CPA firm given the nature of this stressful occupation.

2. Require good staff management skills.  Do not require bringing in new business at this point but busienss development is one of the performance evaluation criteria.

3. One way commute is 15 minute without traffic and 20 minute with traffic.

4. Work is relative complex compared to A.  However, it won't add too much vlaue to my resume  given my backgroud.

I have had excellent experience with a firm with culutre similar to A, and bad expereince with a firm with culuture similar to B (B is better than that bad apple though).  At this point of my career I just wanted to have a stable job with decent compenation, which is the reason I choose A.  Having say it, I know I can handle the job at B and the commute matters to me as well since I have kids. 

B had run backgroud check before extending me the verbal offer.  I need to get back to B asap.  Which one will you choose?  Thanks for the input!
