big company has policy when you're qualified for applying for internal jobs -- something like you have been in current position for more than ? years etc. If you meet that requirement and feel confident to get the new job then go ahead. or you can talk with people in charge in the new department if you know them in person (or introduce yourself and ask questions to test whether they have interest in you too.
I don't suggest you talk with current manager for raise first (you do so only when you have a new offer on your hand already).
