March 28 is the cut off?

So, people who have their UI benefits run out before March 28 can have another extension for 26 weeks in general?

and, people who have their 1st UI benefits run out of on March 28 or on March 29 can't get any extension if the new law doesn't pass. It is just one day or 2 days difference. That sounds unfair and unreasonable.
