In general, everything is negotiable, depending on how badly the company wants you.
In your specific case, what's the grade level structure inside your company (every company has a different one)? What's your title in China? Who initiated the relocation?
Assuming the grade level structure is the same as in most US companies, 10600 is the minimum pay for a staff in Bay area, and 12% is the minimum too.
As for whether you should negotiate, only you know your specific situation --- no one else can say for sure.
If you really want to negotiate, focus on title, base salary and bonus. All the rest are mostly standard in a big company.
