sometimes people just can't make a correct argument...

"......但這時橫線是綠燈，若遠處來車高速穿過綠燈撞到你，責任就是你的........" "......綠色信號燈的含義是通行。但通行之前應避讓已經進入交叉路口的車輛、腳踏車和行人.....". Can anyone explain how both statements make sense at the same time?
