Did a little search and find out: This quote is fairly popular in engineering and manufacturing world, but I think it pretty much fits in everywhere at some degree except 梅雨潭.
The deeply cynical and accurate quote about public service is widely attributed to And the quote is not entirely accurate: “we, the unwilling” is more like “we, the capable ones” and “unknowing” is more like “ignorant”. All true... but it flows so much better this way.
