The world is comprised of people. The country that causes the most suffering of people is the country threatening the world.

We know that Africa and the Middle East have much of the suffering, as we witness the refugee crisis happening now. Who caused this refugee crisis? Nobody can precisely tell how it happened. It is complicated. According to the question, however, we have to pick one from China or America.

So the question is narrowed down to this: Is China or America causing suffering more to the Middle East? Who occupied Iraq? Who pushed the Arab Spring? Could the veto of China in the UN prevent the invasion of Iraq? Was the abstention from China in the UN enable the Libya bombing through the no-flight zone? Is the veto power of China in the UN more powerful than the American military force in the world?

If we ask the question that who caused the suffering of people in Africa and the Middle East, China is definitely incapable to make the cause. In other words, China is incapable of threatening the world.

People comprise the world. People are suffering not for the reasons of themselves but by the cause of outside interference. That interference is threatening the world. China has a non-interference policy.
