2025年12月12日,駐卡爾加裏總領事趙麗瑩在領區主流媒體《黃刀人報》發表題為《加強發展戰略對接 共同譜寫中加合作新篇章》的署名文章。全文如下:

今年是中加建交55周年和建立戰略夥伴關係20周年。習近平主席同卡尼總理不久前在韓國慶州舉行會晤,就中加關係改善發展達成重要共識,標誌著中加關係在經曆波折後重新回到正確發展軌道,卡尼總理稱其為“加中關係的轉折點”。

前不久,中國共產黨二十屆四中全會審議通過了“十五五”規劃建議,為今後五年中國經濟社會發展規劃了藍圖。與此同時,加聯邦政府發布新預算案,阿爾伯塔省、薩斯喀徹溫省等先後發表省情谘文,提出未來發展目標和重點項目。在兩國元首外交戰略引領下,我們應加強發展戰略對接,在各自發展道路上相互成就,共同譜寫中加互利合作新篇章。

一、互補促進合作

中國與加拿大資源稟賦差異顯著,經濟互補性強。加聯邦政府提出建設能源超級大國、推進貿易多元化目標,要在十年內把對美以外市場的出口額翻一番。中國每年進口總額近20萬億元人民幣,是世界上最大的能源消費國和進口國,中等收入群體超過4億,中國超大規模市場將為加西各省提供巨大發展機遇。阿爾伯塔省擁有豐富的石油和天然氣資源,薩斯喀徹溫省的鉀肥和農產品,都是中國市場所需,雙方有充分理由、充足條件構建穩固的合作夥伴關係。

二、開放實現共贏

麵對經濟全球化遭遇逆流,中國堅定不移推進高水平對外開放,外資準入負麵清單從93項大幅縮減至29項,製造業領域外資準入限製措施全麵“清零”,服務業領域開放試點有序開展;單方麵免簽“朋友圈”增至48國,對包括加拿大在內的55國實行240小時過境免簽;給予所有已建交最不發達國家100%稅目產品零關稅待遇,同世界分享發展成果。我們歡迎加拿大企業利用中國開放優惠政策赴華投資,歡迎加拿大優質商品在中國國際進口博覽會等展會展銷宣介,歡迎加拿大朋友利用免簽優惠政策赴華交流和旅行。

三、創新驅動發展

中國“十五五”規劃建議將高質量發展置於首位,核心引擎是科技創新。中國正在加快構建新型能源體係,推進氫能、儲能、碳捕集等技術創新。中國人工智能產業規模突破6000億元,算力規模全球第二,應用場景覆蓋了95%的產業門類。這與加西省份的發展方向不謀而合:阿爾伯塔省致力打造能源、人工智能強省,也在大力發展氫能和碳捕集技術。從智能電網到綠色氫能,從AI賦能千行百業到大數據應用,中加在能源轉型、產業升級和科技創新等方麵的合作潛力無限。

一個開放包容的中國,正以合作共贏的姿態擁抱世界。我們期待中加兩國結合各自獨特優勢,實現發展戰略對接,加強在經貿、能源、農業、礦產、製造業、教育、文化、旅遊、基礎設施等領域互利合作,不斷充實兩國戰略夥伴關係內涵,造福兩國人民。

On December 12, 2025, Consul General Mme. Zhao Liying published a byline article titled Enhancing Alignment of Development Strategies for a New Chapter of China–Canada Cooperation on the Yellowknifer. The full text is as follows:

This year marks the 55th anniversary of the establishment of diplomatic relations between China and Canada, as well as the 20th anniversary of our strategic partnership. Not long ago, President Xi Jinping and Prime Minister Mark Carney reached important consensuses on improving and developing China–Canada relations during their meeting in South Korea. This signaled that, after a period of twists and turns, our bilateral relations have returned to the right track. Prime Minister Carney called it a “turning point” in the relationship.

Recently, the Fourth Plenary Session of the 20th CPC Central Committee adopted the recommendations for China’s “15th Five-Year Plan”, laying out a blueprint for the country’s economic and social development over the next five years. At the same time, the Canadian federal government released its new budget, while Alberta, Saskatchewan, and other provinces delivered their throne speeches, outlining future priorities and key initiatives. Guided by the strategic vision of our leaders, we could deepen the alignment of our development strategies, support each other’s growth, and open a new chapter of mutually beneficial cooperation.

1. Complementarity fosters collaboration

China and Canada differ greatly in resource endowments but enjoy strong economic complementarity. The Canadian federal government aims to build an energy superpower and diversify its trade, with the goal of doubling exports to non-U.S. markets within the next decade. China imports nearly 20 trillion RMB annually, and is the world’s largest consumer and importer of energy, with a middle-income population exceeding 400 million. China’s vast and dynamic market presents tremendous opportunities for the western provinces of Canada. Alberta’s abundant oil and natural gas, along with Saskatchewan’s potash and agricultural products, are in strong demand in China. Our two sides have every reason to build a stable and resilient partnership.

2. Openness Achieves Win-Win Results

Despite headwinds against globalization, China remains committed to high-level opening-up. The negative list for foreign investment has been reduced from 93 to 29 items, fully lifting access restrictions in the manufacturing sector, and pilot programs to open up service industries are progressing steadily. China has expanded its unilateral visa-free “circle of friends” to 48 countries and now offers 240-hour visa-free transit to 55 countries, including Canada. China grants zero-tariff treatment on all tariff lines to every least-developed country with which it has diplomatic relations, sharing the benefits of its development with the world. We welcome Canadian companies to invest in China and make full use of these favorable policies. We welcome high-quality Canadian products to be showcased at platforms such as the China International Import Expo. And we welcome Canadian friends to visit China for business, cultural exchange, or travel under the visa-free arrangements.

3. Innovation Drives Development

China's 15th Five-Year Plan recommendations set a top priority for high-quality growth, with technological innovation as the core engine. China is accelerating the development of a new energy system and advancing technological innovations in hydrogen, energy storage, and carbon capture. In 2024, China’s AI sector has exceeded RMB 600 billion, supported by world-leading computing power and applications across 95% of industrial categories. These trends align closely with the priorities of Western Canada. Alberta is strengthening its energy and AI sectors and investing vigorously in hydrogen energy and carbon capture technologies. From smart grids to green hydrogen, and from AI-powered industrial transformation to big-data applications, there are great potentials for cooperation between China and Canada in energy transition, industrial upgrading and technological innovation.

An open and inclusive China is engaging the world with a spirit of cooperation and shared success. We look forward to China and Canada drawing on their respective strengths, deepening alignment of development strategies, and expanding mutually beneficial cooperation in trade, energy, agriculture, mining, manufacturing, education, culture, tourism, and infrastructure. Together, we can continue to enrich our strategic partnership and deliver greater benefits to our two peoples.
