美國點滴（11）：美麗國的舵手

現代文明，是商業文明，民主社會一人一票的選舉製度，讓個人的利益主張，有自由表達的機會。各別的個人和群體，相互牽製，通過民選產生的代言人，在國會山莊爭吵勾兌，相互妥協，利益交換。
不過政府決策，不是任何時候都能和個人利益直接掛鉤。這種時候，新聞媒體，知識精英，對個人的選擇決定，影響就大了。美國的大學智庫研究所， 一大幫子這個問題那個問題的專家。專家學者，知識精英的群體，既沒有權也沒有錢，即使得了諾貝爾獎，也依然沒權沒錢。不過他們飽覽群書，博古通今。這些人吃飽了，沒事整天瞎琢磨，美國要保持世界領先，自己應該怎樣怎樣，對歐盟日本要怎樣，對付俄國中國又要怎樣。有了見解，寫書寫文章，這個論壇那個研討會，滿世界跑，演講混飯錢。隻要他說的道理大家愛聽，就能蠻體麵地賺錢養家糊口。他們怎麽說怎麽想，言論自由，政府管不著。
報紙雜誌上這些人的演講文章，對美國的民意，有決定性的影響。政治家銀行家，也讀這些文章。你的文章對民意影響大，總統就來請教你具體該做什麽。中國人民的老朋友基辛格博士 (Kissinger) 做總統顧問前，是哈佛的教授。美國的第一位非裔女外長賴斯 (Condoleezza Rice) ，是斯坦福的俄國問題專家。毛澤東當年，說美國和平演變的思想，厲害。但是這個思想，不是總統的，是杜勒斯的。所以他說杜勒斯是美國真正的掌舵人。大海航行靠舵手，美國沒有舵手，他不能理解，自己幫它找了一個。杜勒斯是肯尼迪總統的國務卿。習近平居然當著拜登的麵，說他自己是中國的舵手，拜登是美國的舵手。要求拜登掌好舵。都什麽年代了，還這麽無知無畏，貽笑大方。
思想停留在舊文明裏的人們，也知道現代社會，政治體係沒有了淩駕於經濟體係之上的優勢，但是他們沒有辦法理解現代社會，政治體係和經濟體係分離獨立，相互支撐這樣的總體架構。於是就有經濟體係操控政治體係，國際資本集團是現代社會的主宰這樣的說法。幾千年了，皇帝是主宰，教皇是主宰，國王是主宰。 你告訴他現代社會沒有了這樣的主宰，說破天他也不信。現代社會，是法製社會，主宰是法律，法律麵前，人人平等。經濟體係中，錢做主；政治體係中，選票做主。
