This project just replaces the cantilevered eastern approach to the main Bay Bridge. The cost is approaching $7 billion - about $6B over budget - and when complete in 2012 or 2013, it will have taken over 10 years of active construction time and over 20 years of total time (dating back to the Loma Prieta quake).
Compare this with what the French did with the Millau Viaduct bridge - a far more impressive structure (tallest bridge in the world) at 1/10 the cost and less than 1/2 the time. Japan, Norway, Dubai, etc - many countries now seem to get major projects done a lot faster and cheaper than we do. Maybe the problem is just here in CA (or maybe not - eg, see the Big Dig and other boondoggles). What really telling is that we built the entire Bay Bridge back in the Depression in just a few years at a tiny fraction of the cost in inflation-adjusted dollars of the East Span project - and we did the Golden Gate Bridge at the very same time. No doubt about who led the world back then.
