一、前言
INTRODUCTION
(一)本清單第一部分是導彈和其他運載係統(包括彈道導彈、巡航導彈、火箭和無人駕駛飛行器)及其專用物項和技術,第二部分是與第一部分第一項相關的物項和技術。
Part 1 of this List includes missiles and other delivery systems (including ballistic missiles, cruise missiles, rockets and unmanned air vehicles) as well as their specially designed items and technologies. Part 2 includes items and technologies related to Item 1 of Part 1 
(二)含有第一部分中所列物項的係統應被視為第一部分的物項;但如所含物項與係統不可分或不可複製,且係統為民用用途設計,則該係統應被視為第二部分的物項。
If a Part 1 item is included in a system, that system will also be considered as a Part 1 item, except when the incorporated item cannot be separated, removed or duplicated and the system is designed for civilian uses, where the item will be considered as a Part 2 item 
(三)本清單所列任何項目均包括與之直接相關的技術。
All items listed in this List include their directly related technologies. 
二、定義
DEFINITIONS
本清單應用以下定義:
For the purpose of this List, the following definitions apply:
(一)"技術"是指"研製"、"生產"或"使用"本清單所列物項所需要,並可以"技術資料"或"技術援助"的形式傳授的專門知識。但"技術"不包括"公開領域技術"或"基礎科學研究"中的技術。
"Technology" means specific information which is required for the "development", "production" or "use" of a product. The information may take the form of "technical data" or "technical assistance". But “technology” does not include technology "in the public domain" nor "basic scientific research" 
1、"公開領域技術"是指沒有傳播限製而可以自由獲得的技術(包括僅受版權限製的技術)。
"In the public domain" as it applies to this List means technology which has been made available without restrictions upon its further dissemination. (Copyright restrictions do not remove technology from being "in the public domain".) 
2、"基礎科學研究"是指主要為獲得貫穿在現象和觀察到的事實中的基本原理性知識,而不是為了達到特定的實用目的或目標所進行的實驗或理論工作。
"Basic scientific research" means experimental or theoretical work undertaken principally to acquire new knowledge of the fundamental principles of phenomena and observable facts, not primarily directed towards a specific practical aim or objective

(六)"技術援助"是指:
"Technical assistance" may take forms such as:

(七)"生產設施"是指在研製生產的一個或幾個階段中組成整套裝置的設備,以及為此專門設計的軟件。
"Production facilities" means equipment and specially designed software therefor integrated into installations for "development" or for one or more phases of "production" 
(八)"生產設備"是指工具、樣板、夾具、芯模、塑模、衝模、定位裝置、校準裝置、試驗設備以及其他機械和部件。這些設備隻限於那些為"研製"或"生產"的一個或幾個階段而專門設計的設備。
"Production equipment" means tooling, templates, jigs, mandrels, moulds, dies, fixtures, alignment mechanisms, test equipment, other machinery and components therefor, limited to those specially designed or modified for "development" or for one or more phases of "production" 
第一部分
PART I 
一、能把500千克以上有效載荷投擲到300千米以上的完整彈道導彈、運載火箭、探空火箭、巡航導彈和無人駕駛航空飛行器,以及為其專門設計的生產設施
Complete ballistic missiles, space launch vehicles, sounding rockets, cruise missile and unmanned air vehicles that can be used to deliver at least a 500 kg payload to a range of at least 300 km as well as the specially designed production facilities therefor. 
二、能用於第一項中各係統的如下各項:
The following items usable in the systems in Item 1:

Individual stages of a ballistic missile;

Heat sinks and components fabricated of light-weight, high heat capacity materials used in Subitem (3); 
(七)為上述第(三)項專門設計的電子設備
Electronic equipment specially designed for Subitem (3); 
(八)推力大於或等於90千牛頓的可貯存推進劑液體火箭發動機
Storable liquid propellant rocket engines, having a thrust force of 90 kN or greater; 
(九)總衝大於或等於1100千牛頓·秒的固體火箭發動機
Solid propellant rocket engines, having a total impulse capacity of 1100 kN·s or greater; 
(十)能使射程為300千米的彈道導彈的精度達到10千米或以下圓公算偏差的製導裝置
Guidance sets capable of achieving system accuracy of 10 km or less (CEP) for ballistic missiles with a range of 300 km; 
(十一)推力矢量控製係統
Thrust vector control sub-systems; 
(十二)彈頭保險、解保、引信和起爆裝置
Warhead safing, arming, fuzing, and firing mechanisms;

Tracking systems which use a translator installed on the rocket system or unmanned air vehicle in conjunction with either surface or airborne references or navigation satellite systems to provide real-time measurements of in-flight position and velocity;

Containing 17.0 to 26.5 weight percent chromium and 4.5 to 7.0 weight percent nickel;

Having a ferritic-austenitic microstructure (also referred to as a two-phase microstructure) of which at least 10 percent is austenite by volume;

Having any of the following forms:

Ingots or bars having a size of 100 mm or more in each dimension;
