不太知道這個請願的確切內容，我的小想法，跟老冒商榷

We, the undersigned residents of Southwest of Edmonton（能不能說Southwest Edmonton？）, draw the attention of Edmonton Public School Board to establish additional Chinese – English Bilingual Programs in an elementary school and a junior high school(這個要不要具體說出學校的名字？） which have the potential qualification and are located in （add: the） Southeast area. The Chinese Community in southwest is growing very fast, and the needs of more Chinese – English Bilingual Programs to support our children’s Mandarin Chinese learning become are becoming more and more important and urgent.

感覺這隻是請願書的第一段，是不是？應該更具體深入地講講 what are the potential qualifications of the two schools, and why learning Mandarin is becoming more and more important/urgent in this area.
