MINISTER不是次SECRETARY.

有點象中共中央的書記處,MINISTER相當於書記處書記,SECRETARY相當於書記處總書記.

英國的PM是所有MP的頭,但所有MP不是次PM.所有CABINET成員也不是次PM.
