well it's your property. your need to maintain the trees to avoid hazard condition in the first place.

However you can argue that this is a vacant land without insurance. You didn't receive any notificaiton from the neighbors warning you about this tree.

Hopefully you can settle with this neighbor with no costs or split cost.
