Is rent loss $20000 wasted?

If a family has a rental loss of $20000,which are allowed because it is less than $25000.

But the family has very low wage and other income(all together for the whole year only $10000.) Then is most of rental loss $20000 wasted? It is allowed, and so cannot be carried to next year

 according to form 8582.
