walkthrough 發現問題咋辦？

我要買的房是銀行沒收房用oil heater.一個月前檢查時加熱器Oil tank顯示器指示無油。但響聲很smooth而且熱風很足.周五walkthrough時發現加熱器有異常噪音，無熱風輸出。the oil heater已15年舊。我的agent說可能appraisal時檢查員把剩餘的殘油都燒沒了。加滿油即可。並建議我買heater insurance.

真的是這樣嗎？是否要賣家(the bank)解決才close? 但我的agent說銀行是不會修的，而且會花很長時間。agent建議我要求the bank 給我買個一年的heater insurance,大概$400.這樣處理好像合理。不知是否有更好的方法。
