Marriage penalty has been in existence for a long time.

For those two income families, most of them can save significant amount of tax money if they divorce and file as singles or heads of househoods. Some people in the congress tried to remove the penalty years ago, but the hit to tax revenue was too big. So they simply gave up the idea.

I don't like high tax. But the problem you are talking about is not unique to the Obama administration.
