Is income $3900 after tax too low for $1500 rent? Thanks.

This family hu*****and and wife earns $3900 after tax each month. Their current rent is $1300. Credit score is not good. Can I consider them? It is very hard to rent it out in this season. People interested are either on Voucher program or bad credit score. Thanks for your help.
