Insurance is not big deal. His license is the key.

If you file a complaint to state licensing office,the office will investigate, if he does not reply, he will lose his license, so it is big deal for him.

In the contract, you should have his company name and the state registration #, then file complaint.  Also file complaint with local BBB.

You will get your money back.
