The standard lease agreement drafted by Texas Association of Realtor is very landlord friendly. It specify that it was tenant's responsibility and at tenant's cost to do the pest control. Landlord never needs worry about that. If you do not have that clause in your lease agreement, you should consider add that in.
Last year, I have one section 8 tenant e-mailed me and asked me to have pest control company to do a pest control for her immediately because there are rats inside the house. I forwarded her e-mail to her section 8 case worker and her case worker told me "it was tenant responsibility to keep the unit sanitary unless the lease said differently". I forwarded that e-mail to her and she never complains it any more.
