請大家幫忙看看這plumbing問題嚴重麽? Water supply system did not hold 35PSI

看上一HUD房，Seller的condition report上有這兩條讓我擔心。最壞情況下維修費用大概要多少？

Supply system did not hold 35PSI for at least 15 minutes because unable to identify leak, plumbing failed pressure test.

這有可能是地下水管漏水嗎？還是屋子裏麵任何一處水管都有可能？

all appliances missing(stove fridge,range hood, and dishwasher), Kitchen Cabinets: OK are in good condition.

這個會不會連煤氣管道都破壞了？
