you can get sued for holding personal propertis.

my friend, unless your state allow to, otherwise you can get sued for unlawfully withhold others' personal properties.

if you want to pursue damages and lost rent, you can file for a judgement against tenant, but I would not recommend withholding tenant's properties without proper court order.

just be careful.
