This depends on your local market

Look at the recent (final price/listing price) ratio for the neighborhood.

1-2 years ago, offering 10% below asking price is not uncommon.

Nowadays, offering the listing price may not get accepted in some places.

So it really depends on the location and market condition.

I would at least try ~260K or so
