It's very hard to beat them.
Most counties use a computerized model. The key is what comp samples to plug in.
They will select a few (3-5 depending on county) higher sale price comps of course. It's up to you to find better comps (i.e., lower sale price to your advantage) to replace their samples (still must plug into their model).
However, they would use whatever reasons to toss out your samples. Even when they admit yours are better (i.e. closer match), they won't let you replace all of the samples.
So it's hard to beat their own game.
There are companies that can defend you for a fee (33-55% of the savings in tax), but they are not magic.
