套用EB-5的說法。空軍基地裏的人，包括軍人，廚子，OL等等是direct employment

空軍基地的vendor，包括食品供應商，零件供應商，accountant等為基地服務的是indirect employment。因為基地人員不是都能自給自足的，所以為他們服務以及為indirect employment服務的人，（不是為基地服務）是induced employment。

如果基地雇傭5萬，一般indirect job2-3萬，induced job7-10萬。總的加起來15萬左右全職工作lost。
