it is not the problem of leasing to contractor/handyman, every tenant applicant should be treated equally. What you didn't do right was to stick with your own rule for screening.
The problem of human being is we think we know thus forget about rules.
I believe there are good people and good contractors that care the house better than the landlord. Rare, maybe.
