it probably should be:

1. check contractor if 24v, 

1.1 if yes, check contactor voltage  (it means that you have 24 v out of transformer, which functions normal. with 24v on contactor, it should function by passing 240v to fan and compressor when R-Y is on).

1.1.1 if contactor voltage < 240v, bad contactor or bad fuse
