Is this code violation?: Rental Inspection comment on front lock

Does anyone experience such inspection feedback from city code inspector?

"The lock on the front door needs to be changed so that its a non-key lock from the inside (its a key lock from inside currently) - his concern being if there is a fire and that door is locked via a key lock from insde, person would need to find key to get out of house."

Is this code violation?
