Depends on quality control

Many companies failed or simply didn't want to implement quality control.  They simply let OEM use their company name -- highly profitable "labeling" business, until the company name is trashed.  I believe GE did that for a couple of years. 

I have bought several capacitors for my own AC unit and my friends' houses over the past few years.  All of them were made in china.  They all survived extreme hot summer with consecutive days of > 100 degrees.
