請教這兒地主，出租房的水災。

樓上馬桶堵了，水漫出來，滲到樓下廚房的天花板上，天花板現在有好大一塊地方起了大泡。 水管工看了說是因為管子裏手紙太多堵塞，要花500塊修理天花板。

請問這種問題是應該房東負責，還是房客負責？  這家人真的很麻煩。 以後應該怎麽預防。
