請教此 SS property 會有 title or hidden lien 問題嗎？ 對title compay state

SS condo with HOA 欠款。 Buyer should pay. 一篇 Title company doc 有如下段落：

"Title Company makes no warranty or representation of any kind, expregs or implied as to the ownership of or title to the property described in this escrow, nor as to any encumbrances or liens thereon, .... and no policy of title insurance has been issued to protect his interest in said property. "
