what's the procedure to add a lien?

比如，明天，他們就能放lien嘛？況且，這房子還不屬於我呢，他能加LIEN上去嘛？否則，我是不是可以隨便找個啥理由就往別人家的房子上放LIEN，訛詐10刀？

假設，我特不地道，我做電話銷售向人推薦電話卡。人不買，臨了我說，那你得付我10刀的電話谘詢費。他當然不給，如果放個lien是0成本的，我就放個lien上去。那人豈不很難受， 不理我他的房子有個lien，跟我打官司，為10刀？

我的理解是放個lien需要個手續，那個不是0成本的。
